There would still need to be functionality created for this single page, repeat this for five pages you end up with a website that meets your expectations almost 100% yet VERY EXPENSIVE

You can have a site at less than half the price of a unique custom one by using templates. Two popular template providers are FreeCssTemplates.org and TemplateMonster.com.

With a template only modifications need to be made and more time can be spend creating the functionality.
